The Team Behind the Evidence. Malkia Africa Network's Policy Arm and Field Lab are led by a team that combines analytical expertise, policy knowledge, field research capability, and digital systems excellence across the African continent.
Nowela Konso Olengo
Board of Trustees Member & Legal and Regulatory Research AssociateNowela Konso Olengo serves Malkia in a dual capacity: as a member of the Board of Trustees, anchoring Malkia's legal compliance, governance integrity, and fiduciary oversight; and as Legal and Regulatory Research Associate, supporting both the Policy Arm and Field Lab with the legal analytical rigour their work requires.
Her academic grounding in social development policy from Makerere University, combined with her professional expertise in legal services administration, business regulatory environments, and organisational governance, positions her uniquely at the intersection of governance and research.
Maria Apoo Oitamong
Board of Trustees Member & People and Institutional Capacity LeadMaria Apoo Oitamong serves Malkia in a dual capacity: as a member of the Board of Trustees, providing governance oversight on people strategy, organisational capacity, and institutional sustainability; and as People and Institutional Capacity Lead, directing Malkia’s human resource architecture across both arms of the hybrid model.
She brings over two decades of experience in talent management, organisational development, and administrative leadership across Uganda’s civil society, international development, and health sectors.
Winfred Nakandi
Board of Trustees Member & Policy and Research LeadWinfred Nakandi leads Malkia Africa Network's Policy Arm: overseeing the design, execution, and quality of Malkia's research agenda, the rigour of its policy outputs, and the strategic engagement of the policymakers, legislative bodies, and international organisations through which Malkia's evidence is converted into change.
Her analytical focus on gender equality within institutional governance structures is the intellectual backbone of Malkia's work on women's civic and individual rights.
Mary Joyce Takali
Co-Founder & Executive DirectorMary Joyce Takali is the Co-Founder and Executive Director of Malkia Africa Network, the primary architect of Malkia's hybrid institutional model, and the strategic intelligence behind its positioning as the Evidence-to-Influence Engine for women's rights policy reform across Africa.
She built Malkia on the conviction that genuine progress on women's rights requires not workshops or campaigns but the rigorous evidence and policy architecture that changes laws, reforms regulations, and dismantles the structural barriers that produce injustice at scale.
Henry Ngobi Kwaibwe
Co-Founder & Chief of StaffHenry Ngobi Kwaibwe is Co-Founder and Chief of Staff of Malkia Africa Network, and the operational and institutional architect of its hybrid model. He brings over twenty years of expertise spanning banking and finance, corporate administration, trade marketing, and telecommunications customer services management.
His career is defined by one consistent discipline: driving organisational growth and operational efficiency across complex, multi-sector environments, making institutions more financially resilient, more strategically coherent, and more capable of performing at scale.
Johnson Omoding
Digital Platforms & Knowledge Infrastructure LeadJohnson Omoding is a digital systems specialist with expertise spanning web architecture, database administration, and enterprise resource planning environments. At Malkia Africa Network, he serves a dual function that directly mirrors the institution's two-arm model.
On the Policy Arm, he is the architect and lead developer of the HER Voice Digital Policy Hub, Malkia's flagship knowledge dissemination and policy engagement platform. On the Field Lab side, he leads the digital evidence infrastructure through which field observations are documented, validated, and transferred into the research pipeline.
